Summary

The project is based on the 5-year activity plan of the population and development component of the UNFPA country programme for Ukraine for 2006-2010. This plan, approved by the State Statistics Committee of Ukraine as the Programme Component Manager, resulted from the population and development needs assessment conducted in 2005-2006 with UNFPA's support.

The 2009 annual work plan completes the study of demographic factors of poverty started in 2008. The last component of the study will be finalized that develops a methodology to project the demographic patterns and poverty maps onto the time periods between population censuses. The study analytical report will be finalized, translated into English and printed. The report will provide recommendations on how to consider the population and poverty linkages in the national development programming. The results of the study will be presented to the press and decision makers from the Government and Parliament.

The project also supports the research on the transition of the institution of family in Ukraine, changes in family features, patterns, values, and functions, as well as fertility, marginalization of families, social support to families - looking at the family as a core element of population reproduction. The research will complete providing recommendations regarding the improvement of the state family policy. As usual, the findings of the study and the elaborated recommendations will be publicized and made available to the governmental decision makers and key stakeholders in the area of population and development.

The project also plans to assess the implementation progress of the Programme of Action of the International Conference on Population and Development in Ukraine over the 15 years since the adoption of the Programme of Action. The assessment results will be made public widely.

Population and Development

The present demographic situation in Ukraine is very problematic. The shortening of the population number, decrease of the average life expectancy and fertility rate, negative balance of migration present the characteristics of current demographic situation. This determines the particular urgency of the demographic problems in Ukraine. Thus, the priority task is to support further development and realization of the state strategy of the demographic crisis overcoming, as well as to minimize its results for human development and state security of Ukraine. The demographic orientation should become one of the main priorities of the Ukrainian government.

The aim of the real demographic crisis overcoming is not only in the depopulation overcoming, but in raising the quality of the population and labor potential. Very little emphasis was put on the participation and contribution of older persons in the developmental process of the country. The possibilities of utilizing and benefiting from the varied resources of older persons are not explored. Such a strategy resulted in creating a rigid age differentiation, a dependency syndrome of older persons and, worse still, their marginalization. Therefore, the issue of involvement of older persons into society development is critical.

Strategy:
This Country Programme Component has been developed in accordance with United Nations Development Assistance Framework (UNDAF) for Ukraine 2006-2010. Development assistance within the Population and Development component of the UNFPA CP will focus on:

  • Promoting policy dialogue with the Government and civil society on population dynamics and the variety of its consequences;
  • Enhancement of national institutional capacities to collect, process and analyze population and development related statistical data in accordance with the international standards;
  • Supporting research on demographic trends and projections, including global and sectoral projections and analysis of social demography data;
  • Providing technical assistance to the Government in developing a comprehensive population and development strategy for Ukraine, that would consider, inter alia, the consequences of population ageing;
  • Reintegration of older people into the society and development;
  • Urging policy makers to implement the International and European Plans of Action on Ageing.
