This 18-month action is one of the components of the project "Tuberculosis and HIV/AIDS Control in Ukraine" funded by the World Bank's loan to the Government of Ukraine. The Ministry of Health of Ukraine, in consultations with the International Bank for Reconstruction and Development, has requested UNFPA to support the implementation of the project by providing services within its area of expertise.
The output of the action is effective implementation of the harm reduction programme among injecting drug users (IDUs), commercial sex workers (CSWs), and prison inmates in order to reduce the risk of HIV infection in these groups.
Under the present work plan, UNFPA will produce information materials on harm reduction for the above-mentioned target groups, as well as monitor the process of distribution of harm reduction commodities among IDUs and CSWs at the existing service delivery points (SDPs) of state-run social services and NGOs involved into HIV infection prevention activities. As well, UNFPA will monitor the counselling services provided at the SDPs for the target groups.
By 2010, increased equitable access to quality medical assistance and health services with emphases on HIV/AIDS, tuberculosis and mother & child health that ensures the right of people in Ukraine to enjoy the highest attainable standards in the area of health
Safer behavior practiced by young people, aiming for reduction of STI and HIV infection rates
Increased availability of condoms, syringes and disinfectants for the vulnerable groups.
